That makes no sense though. Your saying htat Kid Boo can blow up the solar system in a way that means it will cover the entire solar system distance. Yet you are saying that because he only destroyed the Earth, he was holding back. By that definition, Kid Boo was weaker than SPC. Look at this scenario then, First Form Frieza did away with Namek in seconds (hitting the core isn't relevant right now), he was relaxed no mention of a power up. Final Form Frieza tries the same thing but restrained himself so he wouldn't get caught in the explosion.
Does this mean First Form Frieza is stronger than his Final Form?

I think you firstly mean First Form Freeza blowing up the Saiyan planet, which in the manga we don't see. We don't see how Freeza got that done.
Vegeta was our first sign of a person apparently capable of blowing up a planet. It never happens but we assume it does. Now we'll admit that Namek and Earth are probably very different sizes. Namek seems like a very large planet. But unless you think Final Form Freeza was so scared that he was holding back power near Saiyan Arc Vegeta and stuff, if he could instantly destroy a planet, it shouldn't matter where he hits it.
Instead he hits the core specifically instead of just throwing his energy ball anywhere on the planet. There would be no reason for Freeza to hit the core and be so precise if he can just blow up the planet regardless of where he hits it.

Throughout the manga Toriyama has made it clear what his characters are capable of doing and who was stronger in the fight scenes. I think Cell has the power to do, but the question is how will he be able to achieve this feat.
I'm leading towards B.

I doubt cell can create an attack big enough to destroy the entire solar system(he never said he was going to he JUST had the power too)
Kid buu may have just blown up the planet but that attack was solar system+++++++++ and goku couldn't stop it becuase he was only a ssj

DB minus is where he does it. My point stills stand. ? I think you mean episode of bardock and yes freeza can 1 shot planets (like he did to planet vegeta) with ease he just messed up fighting goku fear does that to a person
